Key Takeaways
- If your return was accepted but WMR shows no progress past 21 days, an IRS identity verification hold (5071C/CP5071 letter) is the most likely cause in 2026.
- Processing stops completely until you verify - the return sits in the Taxpayer Protection Program queue, not the normal pipeline.
- Verify online through the IRS/ID.me the day the letter arrives; it's the fastest path by far given TPP phone lines answered only ~19% of calls last season.
- After successful verification, official guidance is up to 9 weeks for your refund; data-mismatch cases have run up to 60 days longer.
- Check your IRS online account for the notice before the paper letter arrives, and confirm your refund via transcript code 846.
You filed on time, got the “return accepted” confirmation, and settled in for the standard three-week wait. It’s now been well past 21 days, Where’s My Refund (WMR) hasn’t budged, and you’re wondering where your money is.
In 2026, the single most common reason for this exact pattern is an identity verification hold. The IRS has leaned harder on its fraud and data-matching filters this season, and when your return trips one, processing stops entirely until you prove you’re really you.
How Identity Verification Holds Work
When the IRS’s Taxpayer Protection Program (TPP) flags a return, it suspends processing and mails a verification letter — most commonly a 5071C (or the related CP5071 series). Nothing happens to your return until you complete the verification it asks for.
To be clear on one thing readers ask me constantly: getting a 5071C doesn’t mean the IRS found identity theft on your account. It means something about the return looked unusual to the filters — a new address, income that doesn’t match third-party records yet, a first-time filing pattern. Verification is how you clear the flag.
The scale of this is bigger than most people realize. Per the National Taxpayer Advocate’s mid-year report to Congress (June 24, 2026), the TPP phone line answered only about 19% of calls last season — identity verification is now one of the biggest single drivers of multi-month refund delays.
How to Know Your Return Is in Identity Review
If you haven’t received a letter yet, there are two quick checks. Log into your IRS online account and look under Notices and Letters — verification requests show up there, often before the mail arrives.
Or pull your tax transcript: a return that’s been suspended for verification typically shows no processing codes advancing, or a 971 notice-issued code. If your transcript shows “no return filed” weeks after e-file acceptance, that’s the TPP suspension pattern.
How to Verify Your Identity — Fastest to Slowest
Online (fastest). The 5071C letter directs you to the IRS identity verification service, where you verify through ID.me with a photo ID. Most filers can finish in 15–20 minutes. Do this the day you get the letter.
By phone. The letter includes the TPP number. Given the 19% answer rate, treat this as the backup — call at opening time (7am local) early in the week if you must.
In person. If online verification fails, you’ll be directed to schedule a Taxpayer Assistance Center appointment. Bring the letter, the tax return in question, and two forms of ID.
Jordan’s case: Jordan moved states mid-year and filed in February from his new address with a new employer. Classic filter trip. His 5071C arrived in mid-March; he verified online that afternoon and saw his transcript update about three weeks later, with the refund landing five weeks after verification.
When Will I Get My Refund After Verifying?
The IRS’s standard guidance is up to 9 weeks after successful verification. In practice this season, most readers who verified online reported movement in 3–6 weeks, but returns with data mismatches against W-2s or 1099s have faced holds of up to 60 days even after successful verification.
Once processing resumes, watch for code 846 (refund issued) on your transcript — that’s the real confirmation, with WMR usually updating a day or two behind it.
If you’re past the 9-week mark with no movement and it’s causing genuine financial hardship, the Taxpayer Advocate Service can intervene — verification delays are now the most common case type they handle.
Looking Ahead: 2027 Filing Season
I expect identity verification volume to keep climbing. The IRS is matching returns against third-party data more aggressively — W-2s, 1099s, and the newer Form 1099-DA for digital assets — and with the agency’s workforce down roughly 27% from recent peaks, flagged returns will keep outpacing the staff available to clear them.
Two things I’m watching for next season: whether the TPP phone answer rate improves from 19% (the Taxpayer Advocate has made this a headline recommendation), and whether the IRS expands same-day online verification to more letter types. Either would meaningfully shorten these holds. I’ll update this page as the 2027 season approaches.
Common Issues to Watch Out For
- Waiting for the letter instead of checking online. Your IRS online account often shows the verification request days before the mail arrives — that’s days of delay you can claw back.
- Ignoring the letter because you “already filed.” The 5071C is not a scam and not optional. Your refund sits frozen indefinitely until you verify.
- Verifying by phone when online works. The online path is dramatically faster than a 19%-answer-rate phone line.
- Assuming verification means you’re a fraud suspect. It’s a filter, not an accusation — new addresses, new jobs, and first-time filers trip it routinely.
- Expecting the refund immediately after verifying. Budget up to 9 weeks post-verification, and check your transcript rather than refreshing WMR hourly.

I filled on the 20 th of February and now it’s almost April I hope these people that run the IRS are Happy cause they just got my pickup repod I hope that the USA abolishes the IRS so we don’t have to put up with this crap anymore
after confirming info bcuz 5071c was received, has anybody had the irs change the refund method from dd to paper check without any notification and/or authorization?
Anyone ever received there refund after verifying identity?
Rewind back everything was approved and accepted, All 3Bars full
I’m stuck seems, I went into office and Verified, received 810 the day before I went into office, now I’m on 8weeks without new notices or updates… I called and they keep saying they can’t see anything popping up. I don’t owe anything. Any advice
Did anything ever come
These people absolutely don’t give a crap about us and about our problems we can post on here until our fingers bleed and will never get results I literally hear the same thing over and over and over again we are sorry we apologize for the inconvenience but it’s been well over nine weeks since I did the identity verification and still have heard nothing and probably won’t hear anything it’s absolutely ridiculous that these people take our money right out of our paychecks and literally only need to push a button to give us our taxes and they can’t seem to figure out how to do that. The IRS is a joke same thing with all their employees. I have no more patience for this I’m tired of calling I’m tired of going on this stupid site that gives you no information I’m just tired of dealing with this crap all together
I’m getting the run around big time. First it was verify my ID and Return. Did so. Still waiting.
Jack, did you finally get your refund regarding your 2021 federal tax return?
So I filed early February and later then 21 days I called IRS and they stated I was going to receive a letter to verify my identity. The representative stated that if I want to get on it before I got the letter to go to I’d.me to verify it on the IRS website so I did that. It stated on their site and I got a email it was verified as of March 19th so today being may 24th still no refund it’s been over 9 weeks. so I called the IRS again and the representative stated that if I do it online the IRS doesn’t always get a update it’s been verified so did it again with a agent and now there saying I have to wait another 9 weeks before I get my refund!!!! Anyone else going through this?
I did my identity verify on February 10 and all I ever get is we apologize for the inconvenience and no information so at least they told you something because I wait and wait and wait and this is just screwing me so much. These people don’t care about us they get paid regardless
I promise i did my identity verify, and now it is up for review
Yes it’s been 11 weeks since I’ve verified my identity. I can’t ever get through to the IRS and if I do I get a recording that states they are very busy and to try my call again later or tomorrow then disconnects. So we are all just screwed? There has to be some way to get information on my own refund. This system is completely ridiculous.
Same situation I verified my identity April 22nd still waiting on my return. Can’t get a rep on the phone to inquire about what’s going on. WMR is a joke still saying processing…. 2 weeks ago it was telling me I was inputting the wrong info. Every site says up to 9 weeks I’m almost at 13 weeks this is ridiculous,
How long did it take after you verified your identity
I verified my identity in December 2021. 8 months later, still no refund and I cant get through on any number I have tried. what can I do? I need a new car and my daughter needs a car for college. would be really hepful right now
Yes I verified my id the agent didn’t do all the paperwork properly but I didn’t find out until 12 weeks later so I called again this time I got an agent that had over 20 years at the IRS he said last agent didn’t complete he redid everything and double checked said was all good and that if I didn’t hear anything after 9 weeks to call well it’s been about 20 weeks and still nothing and when you call they have no answers
So I filed my 2021 taxes February 14th 2022, was accepted the next day(Feb. 15th 2022). I then received a 5071C letter to verify my Identity I did that immediately online the 1st week of March 3rd-6th 2022, I successfully verified my identity. It still says processing, refund date be provided blah blah blah (we’ve all have read it lol) on where my refund. It’s now been over the 9wks after verifying should receive refund… NOPE STILL HAVE NOT!! I’ve called IRS 50 times just this past week & got to speak to only a operator only 1 was somewhat helpful & said I should’ve definitely received it already!! Come on IRS all of us are struggling especially with the dang gas prices….. Lol
Stan
I lost my 5071c letter, you can’t get ahold of IRS on the phone , all it mainly says is go to IRS.gov , Then you go to that. And there’s No option for verifying your identity. Then it’ll tell you to call the IRS. A big circle of being screwed yet another year
